The ‘XX70’ card from GeForce is usually seen as the ‘mid-range’ card, for PC setups that run games at ‘Ultra’ between 1080P-1440P. These will also be the standard for what will be in laptops from 2021, as history has dictated from the ‘10 Series’ and ‘20 Series’ in the last 4 years from NVIDIA.
But as the ‘30 Series’ will be based on the ‘Ampere’ architecture, expect the ‘3070’ to borrow from both the ‘3080’ and ‘3060’. There will be ample VRAM and processing power that will be able to render games at a high resolution at a high frame-rate, yet it will still be able to rival the Xbox Series X and PlayStation 5.
Furthermore, as Tweaktown has reported, "Tom from Moore's Law is Dead tweeted out that he can confirm the GeForce RTX 3070 has around the same level of performance of the GeForce RTX 2080 Ti. He adds that "you all can do the math on how much stronger the 3080 & 3060 are relative to this based on the previous gen."

NVIDIA RTX 3070 features
Rumoured to feature 2,944 CUDA cores and around 8GB of GDDR6 video memory, it’s still going to beat the ‘20 Series’ regardless, mainly due to the ‘Ampere’ architecture.
The second-gen ray-tracing and the algorithms that will be better optimised to handle the higher textures, larger open-worlds from games such as Assassin’s Creed: Valhalla and Cyberpunk, it will be a graphics card that will be future-proof for at least 12 months if you like to run everything at ‘Ultra’.
