You'll need two apps called Photoleap and CapCut to get The Last of Us filter. Photoleap is a photo editing app while CapCut lets you edit videos.

How to use The Last of Us filter
After you've downloaded Photoleap and CapCut onto your mobile device, take the following steps to use the Last of Us filter:
- Open Photoleap and tap on "AI Selfies".
- Choose an image from your library.
- Select Custom at the bottom of your screen then type in "Last of Us".
- After a few seconds, a vertical line should show up on your screen, showing a "before and after" effect of the filter being applied. Drag this line to the left of your screen to fully apply the filter.
- Save the image to your device.
