Activision doesn't explicitly state or confirm that you can get banned for using a VPN in Warzone or other Call of Duty games. However, the Call of Duty Security and Enforcement Policy states the following:
Spoofing
Any attempt to hide, disguise, or obfuscate your identity or the identity of your hardware devices may result in a permanent suspension.
Since a VPN basically hides your real IP address as well as your location, it may be considered cheating as per the above policy. Moreover, the use of unauthorized software to gain an unfair advantage is also prohibited by Activision. So using VPN to get to easier lobbies could also be a violation of the above-mentioned policy.
