The answer is that they used the Face Builder Effect. Face Builder literally builds a face (well, eyes and mouth at least) on pretty much any object you want. The effect came to prominence due to something called the "I am Lost" Challenge and has remained popular ever since.

How To Put Eyes And Mouth On An Object
At the moment, the Face Builder Effect is available on Snapchat, rather than directly through TikTok. So assuming you have Snapchat, here's what you need to do:
- Open your Snapchat camera
- On the right of the Record button is the Effects button. Press this.
- Select Create
- Slide until you see an icon of eyes and a mouth. This is the Face Builder effect.
- Choose the photo you want to put your eyes and mouth onto, and adjust the size of your features to fit the image.
- Record your video and save it onto your device.
- Upload the video to TikTok
