PC Games N has already pointed out that a more obvious deployment of Thomas in the game could have linked to the abandoned monorail system in Night City. But hey, you can never predict what fans will come up with.
Of course, there's a long history of modders adding Thomas The Tank Engine into popular games. A particularly hilarious mod for the Resident Evil 2 remake springs immediately to mind.
