Cities: Skylines 2 has to appease casual and hardcore fans, which is why it can’t focus on what either party exclusively wants. Some players are complaining about the lack of customization or too much customization, showing how different the series’ fans are.

On the game’s subreddit, user @lzyan pointed out how the sequel can’t be a hardcore building simulator or a casual pretty city experience. The developers want to bring in both markets and appealing to them just enough is the best way to make money. Appealing to both parties might sound safe and corporate but that’s just what major game studios have to do.

Some fans have given interesting suggestions to make Cities: Skylines 2 appeal to everyone. We doubt that the devs will be adding these since the release date is a few months away but there’s always DLC or a sequel.

“I do think the majority are very satisfied with how the game is shaping up. Cs2 is definitely both painter and simulator because it just looks so good,” says iamlittleears. “The game can be 100% tailored to both if CO wishes to but it will be at the expense of game performance/fps.”

“The amount of options for opening a new map seems to be pretty good! Might need a mod to force population growth if you're really just that bad at city planning, but the most detailed oriented players are most likely going to be on PC anyway,” chimes in DessertTwink.

“It doesn't have to be as punishing as you put it,” replies bbqbakedbean. “Slower growth, stagnant population, can't progress in building upgrades... It doesn't have to mean just ghost towns. You could also have an unhappy citizen mechanic that doesn't automatically equal death or emigration.”

Whatever happens, it’s clear that Cities: Skylines 2 is going to make some fans happy when it comes out in October. There are plenty of new features that make this realistic sim more lively than ever. Add the jaw-dropping visuals and this is a simulation fan’s dream game.
