The HTC Vive virtual reality or VR headset can let you play games in a much engaging level of experience. But it would not download games by itself.
You can download games from the SteamVR app. But there may be times that you'll encounter download failure for your games.
Thankfully, there are ways to fix it, and you'll soon be able to resume your downloading process.

Fix download failed problem by deleting temporary files
As mentioned earlier, you can download your games in the SteamVR app.
So this is where you will encounter the download failed problem. You cannot get the games you want once this occurs.
There are also times that the actual Steam app may be down. But the official Reddit page of HTC Vive stated one way to solve this issue.
Try to delete your temporary files located in C:\Users\USER\AppData\Local\Temp. Once you do this, there is a high chance that your download will resume.

Fix download failed problem by restarting your Steam app
The failure to download may be caused by an error on your Steam/SteamVR app.
So just try to restart it. If your download resumes after you restart the app, then there must have just been a little glitch in the system.
But if a simple 'turn it off and on again' does not work, try the option above. It is a more effective solution to solve this problem.
