Generally, there are several things that you might want to try. The first would surely be to close down steam (force close it on the Task Manager) then try logging back again. If that still hasn't worked, try changing your password, as that usually helps. Otherwise, follow these steps:
- Right-click on the Steam Icon and select "Properties"
- Open up and you should see a "Target" box, usually displaying "C:\Program Files (x86)\Steam\Steam.exe";
- Right after "Steam.exe" you should add "-noreactlogin" in the box.
This has been reported to fix it for many people. If that still hasn't helped you, then you should think about reaching out to Steam support.
