- Alena “Alex” Xenaki - A former actress from Los Angeles, Alena is now an operative for the Federal Intelligence Agency. She has been placed in Dogtown to work with V as an undercover agent.
- Johnny Silverhand - Everyone’s favorite rockerboy from the base game is back to aid you in your mission in Dogtown.
- Kurt Hansen – Current leader of the Barghest faction. Though some view him as a ruthless gangster, there are those who fully support his cause.
- Rosalind Myers – as president of the New United States of America, expect Rosalind Myers to make her presence felt again in Phantom Liberty.
- Solomon Reed – Aside from Alena, V will also be working alongside FIA agent Solomon Reed during Phantom Liberty. You may recognize him as the character being portrayed by Idris Elbe in the DLC’s trailer.
- Songbird – Since President Myers is still on the scene during Phantom Liberty, we can expect her right-hand woman, Song So Mi, to be there with her. Working under the alias “Songbird”, this government agent is a precious asset to the NUSA government.
- V – you will once again take control of the mercenary V during Phantom Liberty. V’s overall appearance and backstory can be customized by the player.
