In fact, you'll already have them from the start, you just need to get in the game and "wear" them. Or rather, have the dice wear them.

As mentioned, they can be found in the digital deluxe edition of the game. As for now, there doesn't seem to be any other way of buying them.
But there is one thing to keep in mind if you're curious about dice skins. They won't show up in multiplayer, so you'll be the only one admiring those expensive dice skins. We know, that is kind of sad.
