This particular error code is given to players when the Activision servers are down. Players on both Xbox and PlayStation have reported this issue. This is most likely to occur when Activision rolls out new updates, or if many players all log in at once.

How to fix the Call of Duty: Black Ops Cold War Collar 43 Good Wolf error code
The first thing you should do is to check the Support section of the Activision website. This will let you know if there's an issue at there end, and you can even check specific platforms there too.
If there's no issue there - which there should be theoretically- then there are a few other options to try.
It could be that Activision has yet to report on the error, but if the issue is on your end then we recommend restarting your game. If this doesn't resolve the issue, turning of your console could also help.
If that one doesn't work, it's worth restarting your router too, but it's also possible that the website simply hasn't been updated yet.
